Abruzzo Region

The Abruzzo Region will be involved in the proposal under the leadership of the Energy Policies and Land Resources Service and through the participation of a task force composed of the staff of the above mentioned Service, of the Social Housing Service and of the Resources and Organization Department that currently deals, among others, with tenders and contracts.

The Region is particularly committed to the promotion of energy efficiency, to the promotion of the best use and management of local and renewable resources, to the optimization of production costs, to the support of research aimed at the best exploitation of the energy supply, to the management of regional functions concerning energy, environment and sustainable development, as well as climate change, natural resources and waste management.

Energy Service

The Energy Service deals with:

  • the development of strategies, methods, plans and programs for energy policy, climate change and sustainable development
  • the promotion of renewable energies and energy saving, the development of laws, standards, tools and regional programs for the assessment of air quality, air emissions, electromagnetic pollution, noise pollution.
  • the realization, updating and implementation of the Regional Energy Plan, the Climate Change Adaptation Plan, the Regional Air Quality Plan and the Mineral Resources Plan;
  • the coordination and implementation of regional, national and international programs and projects focused on energy, environment and climate change issues;
  • interface with stakeholders and citizens. The Service is the Competent Office for Operations (OCO) of Axis IV (energy) of the POR FESR 2014-2020 and has managed the call on energy efficiency of public buildings (schools) for a total budget of € 7,000,000.

 

The Service has relevant experience in the management and participation in EU and international projects, both as a partner and as a coordinator, in the field of energy, environment, sustainability and climate change and funded under different programs (IPA Adriatic, Interreg MED, IEE, Erasmus plus, Interreg Europe).

The Service is a member of national and European associations and bodies of the sector (e.g. FEDARENE – European Federation of Agencies and Regions for Energy and Environment; AER (Assembly of European Regions); Hyer – Hydrogen, Fuel Cells and Electromobility in EU Regions; RENAEL – National Network of Local Energy Agencies). Finally, it is coordinator of the Covenant of Mayors initiative that involves all municipalities (305) and provinces (4) of the region and is coordinating with them to update the SEAPs (Sustainable Energy Action Plans) submitted under the initiative in SECAP (Sustainable Energy and Climate Action Plans). 31 technical and administrative experts are employed by the Service.

The Social Housing Service

The Social Housing Service deals with residential buildings and public housing, as well as with the definition of legal and regulatory frameworks for the activities within its competence. It also deals with the planning, direction and control of the Territorial Companies for Residential Buildings (ATER) as well as the reform of the ATER systems.

Both energy policy and social housing departments are located in the Department of Land and Environment.

The Resources and Organization Department

Finally, the Resources and Organization Department, through its offices (management and administration of real estate assets; management of movable property, services and purchases; certification authority; financial resources; budget; general accounting) is mainly concerned with the identification and management of tenders, taking care of the coordination of administrative and bureaucratic operations required by the procedure, from the introductory to the final phase.

Agena

AG.EN.A. is the Agency for Energy and Environment of the Province of Teramo.

Established in 2003, thanks to the support of the European Commission’s “SAVE II” programme, on the initiative of the Province of Teramo and other founding partners.      The Agency was established, originally, in the form of mixed public-private capital, with the Province of Teramo holding 51% of the share capital.

In 2012, by the will of the Province, AG.EN.A. was transformed into a limited liability company “in house” and, currently, the Province of Teramo holds 100% of the shares of the company.

The areas of intervention and the nature of AG.EN.A. are defined by the corporate purpose and the activities that the company can carry out in favour of the Province of Teramo, other local authorities and third parties.

Activities

The activities carried out by AG.EN.A. concern the rationalization and improvement of efficiency in the use of energy resources, energy saving, the use of renewable energy sources, the reduction of emissions of greenhouse gases, in addition to energy planning, information and guidance to consumers, as well as the conception, drafting and implementation of projects and activities aimed at the protection of environmental policies and energy sustainability.

For the purposes of the implementation and achievement of the corporate purpose, the following activities are envisaged:

  • support activities, in an instrumental way, to the territorial public bodies that are partners in their own or delegated functions in energy and environmental matters;
  • activities of verification or inspection of summer and winter air conditioning systems, as External Body, according to current regulations;
  • activities related to energy diagnoses, energy certifications, energy performance certificates, also in the capacity of Control Body, pursuant to the regulations in force;
  • consulting, technical assistance, information, dissemination and management of energy and environmental interventions;
  • drafting and monitoring activities of Environmental and Energy Plans, Environmental and Energy Budgets, Action Plans for Sustainable Energy, Plans for mitigation and adaptation to climate change;
  • activities related and consequent to the creation and management of Environmental Education Centres, Information Desks and other educational and informative structures related to energy and environmental issues;
  • technical support activities for the acquisition and/or management of funding, incentives, calls for tenders relating to energy efficiency improvement interventions;
  • economic optimization activities of energy supply contracts, including through modification of the withdrawal profiles of energy carriers;
  • activity of participation, as proposer, partner or subcontractor in European, national, regional and local projects, concerning energy and environmental issues;
  • activity related to the elaboration of feasibility studies, preliminary to the planning, with technical-economic analysis and choice of the most advantageous solutions in terms of energy efficiency and economic convenience;
  • activities related to the realization of plans, studies and analysis as technical, scientific and administrative support to the functions of the Territorial Public Authorities members, in energy and environmental matters;
  • information, training, audits, education and technical assistance activities, development of databases on energy and environmental issues.

 

AG.EN.A. is associated with RENAEL, the Italian Network of Local Energy Agencies.

AESS

AESS was founded in 1999, with the support of the European Commission’s SAVE II programme, on the initiative of the Municipality and Province of Modena, together with three other founding partners (Modena Chamber of Commerce, the then local multi-utility META and the then public local transport company ATCM). AESS members, currently over 120, are all public bodies.

Activities

AESS is part of the European network of energy agencies ManagEnergy and of the Italian network of energy agencies RENAEL.

The Agency for Energy and Sustainable Development – AESS is a non-profit association for the sustainable energy development of the territory.

AESS is a legally recognized association with patrimonial autonomy. It is also an Energy Service Company – ESCO accredited by the Manager of Energy Services (GSE) and certified according to UNI CEI 11352.

AESS as a Center for Innovation is a member of Clust-ER: Building and Construction and Energy and Sustainable Development, as associations of public and private entities that share ideas, skills, tools, resources to support the competitiveness and sustainability of the most important production systems of Emilia-Romagna.    

Aisfor

AISFOR is a private Italian company founded in January 2005 to assist its clients (both private and public companies) to enhance their human and technological resources and remain competitive in the market, through the definition and implementation of a growth strategy based on the professional training of staff and the development of ambitious national and international projects.

AISFOR is structured in two complementary areas, with highly qualified staff able to offer a wide range of services.

Development and Innovation

The “Development and Innovation” area operates in all phases of a project’s life cycle, from collection of information to design, to the final submission of the proposal together with the realization up to the accounting and reporting.

Over the years, Aisfor has worked on numerous EU-funded projects, both directly as a partner and/or subcontractor and by providing support and assistance to its clients through all project phases. Among the realized projects: Enforce, ECCC, WinForRes, and the most recent USmartConsumer, EGreenJobs, Smart-Up and ASSIST.

Training

In the “Training” area, AISFOR has organized many training activities (training courses, coaching, mentoring, etc.), training courses funded by the Lazio Region and courses based on defined training needs and market demands on specific topics (agriculture, energy, health). AISFOR is accredited by the Lazio Region as a training organization for the provision of courses funded by the Region itself.

Over the years, AISFOR has built its own national and international network of collaboration in various sectors related to the issues of training, sustainability, inclusiveness, and Energy.

Ater Aquila

(Azienda Territoriale per l’Edilizia Residenziale) of the L’Aquila province is an economic public body with organizational, administrative and accounting autonomy, established after the transformation of the Abruzzo I.A.C.P. in companies, implemented with the Regional Law number 44 of 1999 containing rules for the reorganization of public residential housing bodies. The transformation of the public residential housing authorities wanted to foster the management of the new companies towards the principles of efficiency, effectiveness, and economy, combining and trying to achieve a proper balance between economic and ethical social values. The law for the reorganization of public housing in Abruzzo is the result of the process of administrative decentralization, which began in the mid-90s with the law number 59 of 1997 (Bassanini one) that, redefining the administrative system of competences between the Central State, the Regions and the other Local Authorities according to the principle of subsidiarity, identified in the unit territorially and functionally closer to the citizens the most suitable public subject to exercise a specific administrative function. Article 9 of the Regional Law, reported below, has defined the activities that each ATER must exercise within its territorial competence, in this case coinciding with the territory of the Province of L’Aquila.

The activities that each ATER can exercise are as follows: a. implement interventions of recovery referred to in art. 31 of Law 5 August 1978, n. 457, the assets under management and on behalf of other institutions and private entities; b. manage the assets owned by the transformed IACP transferred to them, as well as that of public bodies, territorial and not, entrusted to their management; c. promote at the Municipalities of the area of competence an information point at the service of users; d. promote and coordinate the participation of citizens in the urban reorganization programs in the municipal territory; e. carry out all the tasks that may be entrusted to it by local authorities in the preparation of urban plans, as well as the design, management and execution of public works, even for the purposes of the implementation and unitary management of the complex of publicly owned assets at the service of the residence; f. promote the access of local authorities to financial resources for housing recovery, including the activation of new financial channels that allow to optimize the use of the overall availability with respect to the specific characteristics of the programs.

Ater Pescara

The Autonomous Institutes for Popular Housing began with the first law promulgated in Italy for the construction of popular housing, Law No. 254 of May 31, 1903, which aimed to address the difficult problem of having homes for the poorer classes. The ATERs are recognized as Autonomous Provincial Institutes and operate in the provincial territory responding effectively to the demand for housing. The function performed, of high social value, has also affected the economy of the entire province through the production of goods and services and collateral activities of moderation of the amounts of rents. The process of transfer of competences in the field of ERP, from the State to the Regions, started with the DPR 616/1977 has led to the enactment of the current L.R. n.44/1999 that transforming the IACP in ATER (economic public bodies), has brough to a change in a business sense of property management and related activities to ensure greater efficiency, and make achievable the goal of economic balance, while maintaining the social function of the ERP. In the last 20-25 years, the evolution of revenues from rents established by law) has been strongly unbalanced in relation to the index of costs and the cost of living. This has ensured implicit assistance in favour of tenant families but has in fact subtracted resources from ordinary and extraordinary maintenance.

Main activities ATER Manages its own real estate assets as well as those of other entities entrusted to its management. It implements subsidized and subsidized residential building interventions through the purchase, construction and renovation of housing and related buildings, including through integrated programs and urban renewal. It designs integrated programs and urban renewal programs and/or carries out building works on behalf of public bodies. Heritage There are still many problems, especially regarding the management of housing: a building heritage owned by the ATER, consisting mainly of old buildings, which requires immediate and frequent interventions of ordinary and extraordinary maintenance. This heritage represents a heterogeneous sample of construction techniques, types and materials used. The state of preservation suffers from many factors, such as old age, I ‘aggressiveness of atmospheric agents and mainly I’ insufficient maintenance, determined by the lack of regional funding, gradually decreased over the years and in particular following the end of the former GESCAL contributions. With the passing of the years, therefore, the impossibility of carrying out programs of extraordinary conservative maintenance of the buildings, has made it necessary to monitor more and more accurately the state of maintenance of the heritage in order to be able to predict, as far as possible, the onset of dangers caused by the deterioration of the external parts of the buildings, as well as to be able to plan periodic maintenance informing the Region of the most urgent needs and requesting appropriate funding. The building heritage owned by ATER Pescara consists of 672 buildings.      

Ater Chieti

ATER CH is an economic public body with legal personality, entrepreneurial and patrimonial, organizational and accounting autonomy. ATER CH was born in 1999 with the regional law 44/99, when the national government decided to decentralize some activities, attributing to the Regions functions and tasks previously carried out by the State.

ATER CH owns and/or manages public housing assets and its activities are aimed at low-income families.

ATER CH builds subsidized residential housing, assisted housing and subsidized housing. It specializes in the development, rental/sale and maintenance of affordable housing, as well as its allocation and management. Development includes the implementation of interventions such as renovation, renewal, maintenance and the promotion and implementation of urban development programs, as well as providing the necessary services to improve the cohesion and social inclusion of users.

ATER CH operates on the provincial territory and manages 435 buildings.

Ater Teramo

The process of transfer of competences, in the field of ERP, from the State to the Regions, started with the DPR 616/1977 and has led to the enactment of the L.R. 44/1999 transforming the IACP in ATER. Brought  a change in an entrepreneurial sense of the property management and related activities to ensure greater efficiency and to achieve the goal of economic balance while maintaining the social function of the E.R.P.

A.T.E.R., by virtue of the founding law and its own statute, operates by carrying out the following activities:

  • implements subsidized, facilitated and conventional Residential Housing interventions through the purchase, construction and rehabilitation of housing and related properties, including through integrated programs and urban rehabilitation programs, using its own financial resources and/or coming for the same purpose from other public entities.
  • Designs integrated programs and urban renewal programs and/or performs construction and urbanization works on behalf of public entities.
  • Carries out activities for new construction and / or rehabilitation of existing assets, related to programs of Public Housing.
  • Manages the assets of other public bodies, however built or acquired, and performs any other activity of Public Housing falling within the institutional purposes and in accordance with state and regional regulations.
  • Stipulates agreements with local authorities and other operators for the design and execution of works.

Moreover, Ater carries out consulting and technical assistance activities in favor of public and private operators. It also makes proposals on the location of the interventions of residential construction, also performing other tasks assigned by state and regional laws.          

Ater Lanciano

The Azienda Territoriale per l’Edilizia Residenziale (ATER) of Lanciano is an economic public body, with legal personality, organizational, administrative, and accounting autonomy and its own statute approved by the Regional Council. The ATER was born in 1999 with the regional law 44/99, when the national government decided to decentralize some activities, attributing to the Regions functions and tasks previously carried out by the State.

The ATER, within its territory of competence, has the task of managing the heritage of public housing, its own and other public bodies, territorial or not, as well as the rehabilitation of the building heritage of its own and on behalf of other entities and private individuals.

To date, it manages 580 buildings in the provincial territory.
